Most media servers decode every incoming stream and encode it again on the way out, whether or not anything about it needed changing. That is why they want large machines, and why the hosted ones bill you by the viewer.
Jadarit carries compressed video rather than rebuilding it. Frames are parsed for their boundaries and repackaged into whichever container the viewer needs, so by default the picture that leaves the server is bit for bit the picture that arrived. When a stream genuinely does need re-encoding, you switch it on for that stream and pay the cost there, instead of on every stream you run.
Audio is the exception: WebRTC needs Opus and HLS needs AAC, so audio is converted per output. It is a fraction of the cost of touching video.

Far less than you would expect, because by default video is passed through rather than re-encoded. A modest two-core VPS handles several concurrent 1080p streams. Ad insertion and playout add a little CPU for audio, not for video.
